Education

John S. Wintrup is a professional planner with accreditation in the Canadian Institute of Planners, the Congress of New Urbanism, LEED, and the American Institute of Certified Planners with experience in over 2,000 developments, ranging from occupancy permits to composing specific area and general plans, from small scale infill housing to large scale brown, grey and greenfield developments, from rural agricultural areas to downtown cores.

John acquired a thorough knowledge of municipal and provincial planning systems through authoring/amending several general [development] plans, specific area [secondary] plans, and zoning by-laws; and thousands of development applications.

John has provided zoning and planning expertise in testimony at various municipal tribunals, the Manitoba Municipal Board, the Manitoba Land Value Appraisal Commission, and the Manitoba Court of Queen’s Bench. Appointed by the Province of Manitoba in 2019 to the Provincial Working Group, to provide Government on legislative changes for improving planning, zoning and permitting in Manitoba.
